  • The Baltimore City Sanitary Sewer Consent Decree (CD) is a settlement between the U.S. Environmental Protection Agency, the U.S. Department of Justice, Maryland Department of the Environment, and the City of Baltimore. After not meeting the initial agreement terms, the City entered into a Modified Consent Decree (MCD) which prescribed various programs and construction projects to address sanitary sewer overflows.

  • • Assessed brand and developed enhancement strategy.

    • Developed strategic branding and marketing materials

    • Audited social and digital media (website).

    • Prepared collateral materials for public education.

    • Managed annual MCD public information meetings.

    • Supported Small Business Development Program.

  • Assedo Consulting supports the MCD Program by developing educational materials, preparing and implementing a social media strategy to help create behavioral change, and managing the mandated annual public informational meeting.  The team also developed a comic series to help explain the work done by DPW staff in support of the wastewater needs of the City to youth and their parents. When the Headworks project at the Back River Wastewater Treatment Plant was completed, the communications team also delivered a first-class ribbon cutting ceremony to help the city celebrate the completion of this significant milestone for the Program.
